California Energy Commission staff reviewed the GL1 Closure Plan and determined there are no significant impacts to the environment or the public’s health and safety. The removal of temporary generators, particularly in the context of construction or facility management, is exempt from detailed CEQA review because it falls under the scope of Section 15301 (Existing Facilities) and Section 15302 (Replacement or Reconstruction) due to its associated with maintaining, replacing, or reconstructing existing structures or facilities without significant expansion of use or capacity.
