Document Description
The project implements an Interim Measures Work Plan to remove soils impacted with hexavalent chromium and nickel at a former chrome and zinc plating facility. The remedial activities consist of excavation and off-Site disposal of approximately 142 cubic yards of impacted soils followed by backfilling using clean soil. Project Site: The Former Plating Room Site (Site) is in a 1.42-acre industrial property with Orange County Assessor’s Parcel Number (APN) 345-072-04. The Site is bounded by a green-waste recycling facility to the north, Miller Street and Anaheim Lake to the east, a scrap metal yard and FedEx Truck Facility to the south, and the Miller Retention Basin to the west. Between approximately 1978 and 2007, the Site operated as a chrome and zinc plating facility. The property has been occupied by All-Met, a metal recycling business, since 2017. The Site currently consists of three buildings, including a former plating room and storage building in the western portion of the Site (Building 1), a main office and former manufacturing building in the eastern portion (Building 2), and a smaller storage building in the north-central portion (Building 3), with asphalt-paved hardscape in the central portion of the Site (Figure 3). The Former Plating Room occupies the southern portion of Building 1 and is the focus of this Interim Measures Work Plan. Project Activities: The Interim Measures Work Plan includes details about the excavation and off-Site disposal of subsurface soils impacted with hexavalent chromium and nickel. This work would include excavating impacted soils, implementing dust control measures, and shoring the excavation sidewalls, if needed. For this alternative, the excavated soils would be characterized for disposal at an approved landfill, and clean and approved imported soil would be used to backfill the excavation. Soil will be excavated in five areas within the former plating room building (excavation areas are shown on Figure 8 of the Interim Measures Work Plan). Depths of excavation in each of the areas will range from 2.5 to 12 feet below ground surface (bgs). In total, approximately 142 cubic yards of soil will be removed and transported off-Site for disposal. Excavated areas would be backfilled with approximately the same volume of clean fill. The proposed soil excavation activities are anticipated to take up to five days to complete and the backfill activities are anticipated to take approximately two days to complete. Confirmation soil sampling and analysis will be conducted to verify that cleanup goals were met at the excavation. If the results of the confirmation samples indicate concentrations of hexavalent chromium and/or nickel are above the applicable screening levels, additional hot-spot soil excavation will occur in that area and step-out confirmation samples will be collected. It is anticipated that the excavated soil will be characterized, approved for disposal, and loaded directly into trucks for disposal. If excavated soil needs to be temporarily stockpiled on-Site, soil will be placed on plastic sheeting in a designated location. The soil stockpile will be covered with plastic sheeting and secured with sandbags at the end of each workday. Excavation operations will include using loaders, backhoes, and/or other appropriate equipment. Suppressant, water spray, and other forms of dust control may be required during excavation, and workers may be required to use personal protective equipment to reduce potential exposure. During excavation work, the remediation contractor will implement standard best management practices to minimize generation of fugitive dust including wetting exposed soil to reduce dust generation and dust monitoring will be implemented, in accordance with South Coast Air Quality Management District (SCAQMD) Rule 1466 and the Fugitive Dust Mitigation Measure Tables (SCAQMD, 2007). Approximately 20 total truck trips will be required as part of the Interim Measures Work Plan in order to transport the contaminated soil away from the Site to a facility for disposal, transport clean fill as part of backfilling activities, and deliver and pick up heavy equipment at the site. Although not anticipated, in the event subsurface cultural or historical resources are discovered in the course of project activities, work will be suspended while a qualified archaeologist or other cultural or historical specialist makes an assessment of the area and arrangements are made to protect or preserve any resources that are discovered. If human remains are discovered, work will stop immediately with no further site disturbance, and the County Coroner will be notified pursuant to the Health and Safety Code, Chapter 2, Section 7050.5.

Reasons for Exemption
1. The project is a minor action designed to prevent, minimize, stabilize, mitigate or eliminate the release or threat of release of hazardous waste or hazardous substances. 2. The project is a removal action that will not exceed $1 million in cost. 3. The project does not involve the on-site use of a hazardous waste incinerator or thermal treatment unit or the relocation of residences or businesses. 4. The project will be consistent with applicable state and local environmental permitting requirements. 5. The exceptions pursuant to Cal. Code Regs., tit. 14, § 15300.2 have been addressed as follows: • Cumulative Impact. The project will not result in cumulative impacts because it is designed to be a short-term, final remedy that would not lead to a succession of projects of the same type in the same place over time. • Significant Effect. The environmental safeguards and monitoring procedures that are enforceable and made a condition of project approval will prevent unusual circumstances from occurring so that there is no possibility that the project will have a significant effect on the environment. • Scenic Highways. The project will not damage scenic resources, including but not limited to, trees, historic buildings, rock outcroppings, or similar resources within a highway officially designated as a state scenic highway. • Hazardous Waste Sites. The project is not located on a site which is included on any list compiled pursuant to Section 65962.5 of the Government Code. • Historical Resources. The project is not expected to cause a substantial adverse change in the significance of a historical resource because none are anticipated. The site is vacant and highly disturbed from prior use. The project will also be subject to existing regulatory requirements in the event of unanticipated subsurface discoveries of resources.
