Document Description
FHSZ maps evaluate hazard (fire likelihood) rather than risk (actual vulnerability) and include areas or zones of Very High, High, and Moderate fire hazard. These zones are used for several purposes, including designating areas where California’s defensible space standards and wildland urban interface building codes are required. They can factor in real estate disclosure, and local governments may consider them in their general plan and other land use planning and decisions. California Department of Forestry and Fire Protection (CAL FIRE) creates FHSZ maps and publicly publishes them for city and county officials to identify their Local Responsibility Areas

Reasons for Exemption
The adoption and implementation of the Ordinance is exempt from further environmental review under the general rule in California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3) in that CEQA only applies to projects that have the potential for causing a significant effect on the environment. The Ordinance also qualifies for an exemption under State CEQA Guidelines section 15002(i)(1), in that adoption of the FHSZs and map is required by Government Code section 51179(a).
