Document Description
The City’s General Plan and CIP are the principal tools for planning and prioritizing public infrastructure improvements. The General Plan includes goals and policies related to the City’s short and long-term infrastructure needs. The two new FY 2025-26 CIP projects are for the Water Meter Radio Changeout, and the Wastewater Treatment Plant Digester Repair and Damage Evaluation. Watter Meter: This project will replace all Sensus 520R RadioRead radios (520R) with the newer, more efficient SmartPoint 520M (520M). Wastewater Treatment Plant: The City’s Wastewater Treatment Plant Digester experienced earthquake damage to its floating dome on December 5, 2024, that has not been repaired. This project will allow the City to hire a contractor to fix the known damage and evaluate the digester's interior for potential unknown damage.

Reasons for Exemption
The CIP General Plan consistency determination is exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines section 15378 because it is an administrative government activity that will not result in direct or indirect physical environmental change. The project is exempt pursuant to CEQA Guidelines section 15061(b)(3), referred to as the “common sense exemption,” in that the CIP General Plan consistency determination has no potential to result in either a direct physical change in the environment or a reasonably foreseeable indirect physical change. Further, each CIP project will undergo environmental review before initiation.
