On June 16, 2025, the Valley-Wide Recreation and Park District (“District”) Board of Directors approved an amendment to the District’s 2020 Master Plan (Updated 2020 Master Plan”) incorporating an Appendix titled Quimby Park In-Lieu Fee Report ("Report"). The amendment updates the standards used by the District to calculate park land dedication requirements and fees in-lieu of park dedication in conformance with the Quimby Act and Riverside County Ordinance No. 460.

The 2020 Master Plan would be exempt from CEQA pursuant to State CEQA Guidelines §15061(b)(3) that provides “it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment” for the reasons discussed above.

The District’s action of June 16, 2025 is not a CEQA “project” as defined by State CEQA Guidelines §15378 in that approval of the Updated 2020 Master Plan does not commit the District to any activity having the “potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment”. It merely amends the 2020 Master Plan to include the Report as an appendix.
