Notice of Exemption pursuant to CEQA Guidelines Section 15303 (New Construction or Conversion of Small Structures) and Section 15282 (k). The project involves the installation of approximately 1,300 feet (0.25 mile) of 60-inch diameter trunk line to connect existing drinking water trunk lines Eagle Rock Hollywood Conduit (ERHC) to the River Supply Conduit (RSC) Unit 4. The purpose of the project is to enhance operational flexibility by allowing water movement from the Eagle Rock Reservoir to the North Hollywood Pump Station. The trunk line will be used only during times of drought or other emergencies. This project is vital to ensure reliable water service for Los Angeles residents.

Reasons for Exemption
Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The numbers of structures described in this section are the maximum allowable on any legal parcel. Examples of this exemption include, but are not limited to (d) Water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction.
