Document Description
Surface Asphalt Overlay: The project will remove a thin layer of existing asphalt from the roadway surface via a “milling” operation. This process removes surface irregularities, such as cracks, ruts, and other imperfections, creating a smooth and even base for the new overlay. The City will repave the existing roadway structure with up to six inches of asphalt placed on top of the remaining asphalt surface. (All rehabilitation and road improvements will occur within a previous improved surface and will remain above approved grade).

Reasons for Exemption
The project involves the routine repair, maintenance and rehabilitation of existing roadways involving negligible and/or no expansions of the existing use. The road rehabilitation project will not create additional automobile lanes, and all rehabilitation improvements will occur within the existing improved surface and the right-of-way area. The method of work strategy was chosen to avoid disturbing any area beneath grade and/or outside the roadway limits, while providing a structurally sound engineered design.
