Document Description
Caltrans will repair a damaged sinkhole along southbound Interstate 15 (I-15), which is immediately south of Market Street in San Diego, CA. Work shall be performed by pumping slurry to fill in the hole, and also includes the construction of area signs and Traffic Control System. No soil disturbance is anticipated because construction equipment will be parked on the shoulder due to a concrete barrier prohibiting access other than foot to pump slurry into the hole.

Reasons for Exemption
Emergency repairs to publicly or privately owned service facilities necessary to maintain service essential to the public health, safety or welfare. Emergency repairs include those that require a reasonable amount of planning to address an anticipated emergency. Specifically, the project will replace the failed, corroded cables and cable anchor assemblies with corrosion resistant cables and stainless-steel cable anchor hardware. Should the fender break free, it would be a hazard to maritime traffic and leave the column and foundation exposed to impact damage.
