This action is consistent with Section 15301 Class 1, Existing Facilities, which consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. In this instance, the proposal includes the transfer of animals from one existing dairy facility to another. Therefore, the application of CEQA Section 15301 is applicable and appropriate for this project.
