Section 15301 Class 1 describes projects involving negligible or no expansion of existing use. Section 15303 includes new small facilities which do not exceed the maximum amount of allowable structures within the wastewater treatment facility. The Sludge Drying Bed Project involves installing a new bed next to the existing beds. The work involves shallow excavation with the soils placed on site, creating concrete walls and a concrete floor along with additional piping installed to pump the sludge into the beds. The project will provide an additional evaporation area for drying and processing waste activated sludge from the wastewater treatment process. The project is consistent with the existing land uses, on a developed and highly disturbed site, with no increase in staffing or regular operational trips.
