See attached Vicinity Map. Project Justification: San Joaquin County Public Works is responsible for the maintenance and operation of 27 signals across the County. For the most part, our maintenance of them has been reactive: when there is an issue, we address it. 20 of our signals utilize an obsolete 170 controller which is becoming difficult to source and does not allow for implementation of advanced features like time-of-day programming and analytics using video detection. The remaining 7 locations utilize 2070 controllers. Replacement Parts for 170 controllers are becoming very difficult to find. As such, it is determined that all controllers would be upgraded to a new standard of Advanced Transportation Controller (ATC). Existing 170 controllers only allow for 1 preset timing; the new controllers will allow for multiple preset timings allowing for adjustments during peak hour traffic at various times specific to each intersection. Additionally, costs for replacing in ground loops is becoming exceedingly expensive and as such it has been determined that upgrading intersections to video detection would be a cost savings within the next ten years. Lastly, there is no standard for traffic signals in the County, and this project will develop a standard for all signals being installed in the future. Scope of Work: 1. Installing Miovision SmartView 360-degree cameras at 27 intersections. 2. Installing advanced detection cameras on legs of intersections where the speed limit is 40 miles per hour or greater. 3. Disconnecting existing loop detection systems. 4. Removing existing controllers and replacing with Swarco McCain ATC Flex Controller in all intersections. Salvaging any 2070 controllers. 5. Removing and replacing 16 controller cabinets with Swarco McCain 352i Controller Cabinets. 6. Repairing the concrete foundation of two controller cabinets. Environmental Setting: In these portions of the San Joaquin County, land usage varies, but is primarily rural with single family homes. There are many large trees adjacent to the project areas. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with this upgraded traffic signal equipment. The traffic signal equipment upgrade will enhance data availability at each intersection and enable County staff to update signal timing more efficiently. Overall, there will be reduced maintenance concerns and more reliability within the project areas.
