Reasons for Exemption
(1506 I) This action is exempt pursuant to Section 1506l(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action is to approve and adopt the Trails Master Plan and there is no possibility that this action will have a significant effect on the environment. Therefore, no environmental analysis is required. Any future actions to approve the projects identified in the Trails Master Plan will go through the appropriate CEQA review process. ( 15183) The project is a planning document that is consistent with the Fgeneral Plan, for which an Environmental Impact Report was previously certified. Pursuant to 15183, no further environmental review is required because the project would not result in new significant effects than those analyzed in the General Plan EIR.
