Issue an Easement to J Kaplan for vehicular access to private property through Kings Beach State Recreation Area to increase public safety, improve ingress/egress, reduce nuisance drop off, enhance pedestrian access, and maintain emergency access.
Work will comply with all State and Federal environmental laws, including but not limited to the Endangered Species Act, California Environmental Quality Act, Section 5024 of the Public Resources Code, and all conditions identified in the Easement.
