Document Description
The project is the filing of an application to the Mendocino County Local Agency Formation Commission (“LAFCo”) to annex the remaining portion of the Redwood Valley County Water District (“RVCWD”) into the boundaries of the Mendocino County Russian River Flood Control and Water Conservation Improvement RRFC (“RRFC”). The size of RVCWD’s service area is roughly 15 square miles in a valley 5 miles long by 3 miles wide. A portion of RVCWD’s service area has already been annexed into RRFC and by this application RRFC seeks to annex the remaining portion of RVCWD to allow RVCWD to contract with RRFC for surface water supplies available under RRFC’s licensed water right (“License”) for use anywhere within RVCWD. RRFC’s License authorizes domestic, municipal, industrial, irrigation, and recreational uses within the RRFC’s service area and further authorizes the RRFC to supply surplus water supplies to RVCWD. As a result, RVCWD has expressed its desire to have its entire service area annexed into the RRFC to become an in-District customer which would allow it to contract for a reliable surface water supply rather than rely only upon the existence of surplus water.
