The Project entails amending the entitlement "permit" type requirement for several uses identified within Table 17.22.020-1 of Section 17.22.020 17.22.020 (Allowed Uses and Required Entitlements) of Title 17 of the Manteca Municipal Code. The amendment largely focuses on uses within the Mixed-Use Downtown (DMU) zone district. Amendments to several land uses within the Neighborhood Commercial (CN) and Public Quasi-Public (PQP) were also considered.

The Common Sense Exemption states that the California Environmental Quality Act (CEQA) applies only to projects which have the potential for causing a significant effect on the environment. It can be seen with certainty that there is no possibility
that the Municipal Code Amendment, largely a policy decision, would have a significant impact on the environment. Further, the amendments are not project or site specific and are structured to prevent adverse impacts on public interest, safety, or
welfare. In addition, the amendments ensure consistency between the Zoning Code and the General Plan.
