The project is exempt from CEQA consistent with CEQA guidelines §15378(b)(2) which includes continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure. Council’s actions included general policy and procedure making that does not include direct physical impacts on the environment. It is also exempt from CEQA in accordance with CEQA Guidelines §15378(b)(4), which includes the creation of government funding mechanisms or other government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
