Reasons for Exemption
Extension of Time 25-03 is not a “project’ because it is an administrative activity that has no potential for resulting in a physical change in the environment, directly or indirectly. It does not authorize any specific development and merely extends the time to commence construction in accordance with the previously approved Conditional Use Permit 20-17.
Alternatively, even if Extension of Time 25-03 is considered a project within the meaning of State CEQA Guidelines Section 15378, the Resolution is exempt from CEQA because the Ex-tension of Time is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment (State CEQA Guidelines, Sec-tion 15061(b)(3)). Conditional Use Permit 25-03 has already been approved. The action herein merely extends the time to commence construction and does not authorize any development.
