The District has designated the property that it is acquiring as a preferred site for CEQA review, and any future use of that property by the District shall be conditioned on compliance with any applicable CEQA requirements. The catch-all common sense exemption applies where it can be seen with certainty that a Project will not have a significant effect on the environment. Here, the proposed exchange is between the Silver Valley Unified School District and Yermo Community Services District. This exchange involves only the transfer of title. The transfer of title will not change the nature or intensity of the current use of either Property. Therefore, it can be said with certainty that the Project will not have a significant effect on the environment.
