The proposed project has been found to be categorically exempt from the provisions of the California Environmental Quality Act because it has been determined to be Categorically Exempt pursuant to Section 15301 (b): Existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services And section 15301 (c): Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities, and other alterations such as the addition of bicycle facilities, transit improvements, and other similar alterations that do not create additional automobile lanes. This project includes minor alterations and maintenance of an existing alley and minor alterations to an existing public waterline with no expansion of use.
