Document Description
Project Location: McDonald Road between Boulton Road and Davini Road. See attached Vicinity Map. Project Justification: Historically, in this area of San Joaquin County roadways are built on a base layer that include peat material which will shift and produce cracking and sloughing of the road surface. Road Maintenance has performed road restorations on these surfaces to provide more longevity to the roadways. McDonald Road between Boulton Road and Davini Road has developed issues with the road surface showing the peat material shifting under the road. The process that Road Maintenance will be using on this project is relatively new, it involves adding an organic material into the restoration process to stabilize the road. The long-range goal is to extend the life cycle of the road surface using the organic material. This process was used by Road Maintenance on West Woodbridge Road last year successfully. Scope of Work: The project is approximately 8,700 feet in length and will consist of: 1. Pulverizing the existing roadway up to a depth of 10 inches. 2. Applying an organic material (binder) into the pulverized roadway. 3. Adding aggregate base to any deficient areas may be needed. 4. Compacting and shaping the roadway to County standards. San Joaquin County Road Maintenance will maintain the road closures for the project. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily agricultural. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with this well-maintained road. Overall, there will be reduced maintenance concerns and more reliability within the project area.
