This document provides notice of an emergency fuels reduction treatment initiated by the U.S. Forest Service (USFS) under the authority of 36 CFR 220.4(b)(2), in response to imminent wildfire risks near the community of Mineral, California, and the broader forest health objectives across the Lassen National Forest (LNF) and Tehama County. The emergency treatments aim to mitigate wildfire threats prior to the completion of the full Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) for the West Lassen Headwaters Landscape Restoration Project (WLHP).

Reasons for Exemption
Per 4799.05(d)(1) of the California Code, CEQA does not apply to prescribed fire, thinning, or fuel reduction projects undertaken on federal lands that reduce the risk of high-severity wildfire that have been reviewed under provisions established in the National Environmental Protection Act. This exemption is contingent upon whether the primary role of a state or local agency is to provide funding or staffing for such projects. The West Lassen Headwaters Landscape Restoration Project scope of work described under Proposed Emergency Treatments shown above meets the conditions of California Code 4799.05(d)(1) in that those portions of the project area located on Lassen National Forest lands have been analyzed under US Forest Service environment analysis processes as described in a NEPA Environmental Assessment document and USFS Decision Memo prepared for each project component described above.
