Document Description
The proposed project would consist of two main components: the removal and replacement of existing singular parking meters with updated technology, and the relocation of three (3) parking spaces in compliance with Assembly Bill 413. California Assembly Bill No. 413 (AB 413) prohibits the stopping, standing, or parking of a vehicle within 20 feet of the vehicle approach side of any unmarked or marked crosswalk or intersection. Work would be completed by the San Diego Unified Port District in the City of San Diego, California and would include the following:
Small Lot Parking Meter Removal and Installation of Pay Station:
There are currently 62 smart meters located in the small parking lot on the corner of Anchorage Lane and Shelter Island Drive on Shelter Island. These parking meters would be removed and replaced with one (1) singular pay station on the north corner of the lot to update the current parking payment operations.
Hand tools would be utilized to remove the existing meters at the base and to install new signposts. The holes from the removed meters would be patched with concrete to match the existing conditions. In addition to some existing breakaway base signposts, approximately thirteen (13) new breakaway base signposts would be installed, as well as two T-bars on existing light poles to support the installation of 51 instructional and ADA branded signs throughout and around the perimeter of the parking area. A small, designated concrete pad would be poured and a base anchor installed in the northern landscaped area of the lot for the new pay station to reside.
The removal of the parking meters and installation activities associated with the new pay station would utilize a phased section approach as to allow for parking use to continue throughout the duration of construction. There would be no reduction in paid parking spaces as a result of this proposed project and work would occur outside of peak business operations.
Relocation of Parking Spaces Required by Assembly Bill 413:
This component of the proposed project would involve:
•Removal of one (1) paid parking space on the corner of Anchorage Lane and relocation of the parking space to a location south of the current parking space within the same street, in compliance with AB 413. The meter would be removed and hole patched as described above and the curb painted red a total of 20 feet from the crosswalk.
•Shifting and re-stenciling of two (2) paid parking spaces, south of the crosswalk along Shelter Island Drive. The painted red curb would be extended a total of 20 feet from the crosswalk in front of Koehler Craft Charters.
•Painting one additional curb red in front of Bali Hai Restaurant on Shelter Island Drive, resulting in the elimination of one (1) free curb parking space. The curb adjacent to the current open curb space would be painted red a total of 20 feet from the crosswalk, in compliance with AB 413.
Construction of the proposed project is anticipated to occur in summer 2025 and would take approximately 4 days to complete.
Due to its nature and limited scope, construction of the proposed project would generate a minor amount of vehicle trips and would require limited use of equipment. Therefore, impacts related to air quality, greenhouse gas emissions, transportation, and traffic are not anticipated to occur. Furthermore, the applicant would be responsible for complying with all applicable federal, state, and local laws regarding construction demolition debris, hazards and hazardous materials, and stormwater.

The proposed project is determined to be Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15301 (Existing Facilities), 15302 (Replacement or Reconstruction), and 15311 (Accessory Structures), and Section 3.a., 3.b., and 3.i. of the District’s Guidelines for Compliance with CEQA because it would involve no expansion of use beyond that previously existing, consist of the replacement of an existing structure, would be located on the same site as the structure replaced, would have substantially the same purpose and capacity, and would include the placement of a minor structure accessory to parking lot operations.
