Document Description
Government Code Section 65401 requires the Planning Commission to annually review the list of Capital Improvement Program (CIP) projects for conformity with the City's General Plan. This review is to consider and verify the projects included conform with the goals, policies and implementation measures provided in the General Plan. The Planning Commission's determination is forwarded to the City Council for consideration as part of the annual CIP budget adoption. • The Public Works Department's CIP projects for Fiscal Year 2025-2026 includes infrastructure investments in long-term development and maintenance programs designed to support the buildout of the community anticipated by the General Plan. Projects include needed repairs or improvements to our existing infrastructure (e.g., streets, parks, public facilities, etc.) and the acquisition or construction of new infrastructure.

Reasons for Exemption
This General Plan Conformance Finding for the FY 2025-2026 Capital Improvement Program is not subject to the California Environmental Quality Act (CEQA) pursuant to Section 15060(c)(3) of the CEQA Guidelines (Title 14, Chapter 3 of the California Code of Regulations) because the activity is not a project as defined in Section 15378(b)(5) as an organizational or administrative activity by government that will not result in direct or indirect physical changes in the environment. The General Plan Conformance Finding for the FY 2025-2026 Capital Improvement Program is also exempt from CEQA pursuant to Section 15061 (b)(3) of the CEQA Guidelines because the activity is covered by the general rule which exempts activities that can be seen with certainty to have no possibility for causing a significant effect on the environment.
