Document Description
The proposed action includes installation of a new booster blower system to assist the inactive Palomar Landfill’s Unit 3. Specifically, the system would be located along McClellan-Palomar Airport’s northern fence line and will allow more vacuum to be applied throughout Unit 3. The proposed system will be integrated with the existing gas collection system, and additional valves may be installed, if necessary, to support vacuum redistribution efforts. The proposed system consists of a pre-built 4ft x 6ft skid and will be powered by an onsite generator. An existing 6ft x 10ft disturbed area of rip rap between the vehicle service road and property line would be removed and the ground leveled.

Reasons for Exemption
Section 15301 of the California Environmental Quality Act (CEQA) exempts from CEQA review actions consisting of the “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use.” McClellan-Palomar Airport and the underlying inactive landfill are considered existing public facilities. To assist the County Department of Public Works’ efforts in maintaining and managing the inactive landfill as required by the State, the project proposes the installation of booster blower equipment and associated generator. Because the project would result in minor alteration at an existing public facility for the purpose of maintaining the underlying inactive landfill with no expansion of existing use, the project is found to be categorically exempt from CEQA pursuant to Section 15301 of the State CEQA Guidelines.
