Document Description
The project includes upsizing approximately 2,100 linear feet of existing storm drain line and its outfall to San Tomas Creek. The existing line ranges in diameter from 15 to 20 inches and the existing outfall is 21 inches in diameter. The replacement line would range in diameter from 30 to 42 inches and the outfall would be 42 inches in diameter. The project also includes replacing/rehabilitating existing manholes, replacing one existing storm drain culvert (and possibly the upstream catch basin structure), and installing three new catch basins with new culvert connections to new manhole structures.

Reasons for Exemption
The proposed storm drain infrastructure replacement meets the criteria for the Class 1 Existing Facilities exemption because it involves the repair and maintenance of existing public utilities with no expansion of use. None of the exceptions to the exemption set forth in CEQA Guidelines Section 15300.2 apply to the project. Per section 15300.2 of the CEQA Guidelines, it has been determined the project is not located on a hazardous waste site included on list compiled pursuant to Section 65962.5 of the Government Code and would not result in a significant impact due to unusual circumstances, damage scenic resources within a designated state scenic highway, affect a historic resource, impact an environmental resource of hazardous or critical concern or result in a cumulative impact. For these reasons, the project is exempt from the provisions of CEQA.
