Document Description
The Project proposes to construct a 178-unit personal storage facility. These units would be used for residential and commercial storage. The site would be developed with two structures and associated site improvements. The facility would not be staffed and would be accessed to patrons by a keypad. The hours of operation would be from 6AM until 9PM. No hazardous materials are permitted to be stored on site.

Reasons for Exemption
Reasons Why Project Is Exempt: The project is exempt from the California Environmental Quality Act (CEQA) based on the following:
1. The project is consistent with the applicable General Plan Designation, applicable polices and applicable zoning designation and regulations.
Support: The Project is consistent with the applicable Town of Windsor General Plan and Zoning designation and policies as described in the Planning Commission Staff Report dated June 10, 2025, and as provided through conditions of approval with the applicants acceptance.
2. The proposed development occurs within Town limits on a project site of no more than five acres substantially surrounded by urban uses.
Support: The Project site is roughly one acre and located within Town limits. The areas to the north, south, and east are developed with commercial and industrial uses. Therefore, the Project would be consistent with this requirement.
3. The site has no value as habitat.
Support: A Biological Assessment by Darren Wiemeyer was prepared for the Project site. No special status plan and animal species were identified on the Project site. The ruderal habitat at the site as a result of past site improvements that consisted of grading and construction of a building pad have limited the sites value as habitat. Therefore, the Project would be consistent with this requirement.
4. Approval of the project would not result in significant effects related to traffic, noise, air quality, or water quality.
Support: A traffic study was prepared for the Project, which determined that the Project would not result in any significant traffic impacts. The Project as proposed would generate an average of 32 trips per day. A Vehicle Miles Travel (VMT) addendum was prepared for the Project, which determined that the Project would qualify for screening under the Town’s VMT Policy as a “small project”.
The Project is required to comply with the 2040 General Plan EIR mitigation measure for construction noise, which reduces impacts related to construction noise to a less than significant level. This mitigation measure has been included as a condition of approval. Construction of the Project is required to comply with the 2040 General Plan EIR mitigation measure for Air Quality related to project construction, which reduces impacts resulting from project construction a less than significant level. This mitigation measure has been included as a condition of approval.
Conditions have been applied to ensure compliance with the Town’s requirements related to water quality. Therefore, the Project would not result in significant effects related to traffic, noise, air quality, or water quality.
5. The site can be adequately served by all utilities and services.
Support: The Project is situated in an urban area and was reviewed by the Public Works Department, which determined the site can be adequately served by utilities and services. As part of the Project, utilities would be extended to each of the buildings. Conditions of approval have been applied that required the extension of these services and utilities to comply with Town standards. Therefore, the Project would be consistent with this requirement.
