Document Description
The Proposed Project is located on the SUCCESS 12 kV distribution line in the City of Porterville, Tulare, California. The Proposed Project consists of replacing five (5) wood distribution poles and three (3) plate anchors, installing two (2) new plate anchors and removing one (1) anchor rod with plate. The four (4) poles being replaced via helicopter will require sonotubes to be installed. Proposed Project is located along Highway 190 between postmiles 22.934 and 24.061, approximately 0.44 miles north of Head Quarters Drive. Ground disturbance for removing poles involves digging 12 inches around the existing pole and digging to a depth of 2-6 feet to remove the pole. Ground disturbance for installing and replacing plate anchors involves excavating a hole approximately 24-inch to 36-inch in diameter and 8-feet to 11-feet deep. Work activities would generally take place within a 50-foot buffer around the pole. The work area is accessible via the roadside of Highway 190. Vegetation trimming is also expected at four (4) of the distribution poles. Traffic and pedestrian control may be required. Access will be from an existing maintained paved/dirt road; a helicopter set is required for poles: 4973630E, 4816974E, 2162991E, and 4822456E. Traffic and pedestrian control may be required. Caltrans would issue an encroachment permit (06-25-6-US-0009) to allow for the proposed work to occur within State right-of-way.
