Description of Nature, Purpose, and Beneficiaries of Project:
The Proposed Project is located on the SUCCESS 12 kilovolt (kV) distribution line in the City of Porterville, Tulare County, California. The Proposed Project consists of work on or around seven (7) structures, including replacing two (2) wood distribution poles, and installing or replacing four (4) ground rods and four (4) plate anchors, overhead wires, and vegetation trimming. The two (2) poles being replaced via helicopter would require sonotubes to be installed for stability during setting. The Proposed Project is located along State Route 190 between postmiles 22.603 and 22.934 for approximately 0.23 miles and along Head Quarters Drive, approximately 0.16 miles from its intersection with State Route 190. Ground disturbance for removing poles would involve digging 12 inches around the existing pole and digging to a depth of 2-6 feet to remove the pole. Ground disturbance for removing a ground rod would involve unearthing around the ground rod by 24-inch and to a depth of 18-inch from the top of the ground rod. Ground disturbance for installing and replacing plate anchors would involve excavating a hole approximately 24-inch to 36-inch in diameter and 8-feet to 11-feet deep. Work activities would generally take place within a 50-foot buffer around the pole. The work area is accessible via the roadside of State Route 190. Overland travel would consist of approximately 229 feet from the roadway to reach Pole 4816820E. Vegetation trimming would be expected at four (4) of the distribution poles. Pole replacement work would require the use of hand tools, with the addition of a jack hammer as needed for specific tasks. A truck-mounted auger would be used for work done on Pole 4816820E (PM 22.72) while poles 4822348E (PM 22.774) and 6662T (PM 22.934) would be replaced using a helicopter. Crew to replace overhead wires from pole 4842288E (PM 22.603) to pole 4842283E (PM 22.657) and from pole 4926475E (PM 22.707) to pole 4816820E (PM 22.72). Traffic and pedestrian control may be required. Caltrans would issue an encroachment permit (06-24-6-US-1579) to allow for the proposed work to occur within State right-of-way.
