Reasons for Exemption
The proposed regulation is categorically exempt from CEQA as a Class 8 activity to assure the maintenance, restoration, or enhancement of the environment. Guidelines § 15308. The common sense exemption to CEQA also applies, as there is no possibility that the proposed regulation may have a significant effect on the environment. Guidelines § 15071(b)(3).
