Document Description
The Applicant, Simplot Grower Solutions, is requesting to amend Special Use Permit No. PSP 91-054 and allow the expansion of an existing fertilizer and agricultural chemical storage facility by adding four (4), 29-500-gallon, mineral oil tanks, located in the M-1 (Light Manufacturing) Zone. Currently, Simplot's existing tank farm is operating at capacity, and as a result, they are transporting approximately 25 to 50 truckloads per year of excess mineral oil to Reedley, California, where it is temporarily stored and then transported back to the Facility for processing. Therefore, to minimize the need to transport excess mineral oils to their more distant Reedley facility, Simplot is proposing to relocate four tanks to their Traver property and install/operate them in an approximately 1.15-acre area of the existing facility. The Applicant and anyone utilizing their services are the beneficiaries of this project.

Reasons for Exemption
This action is consistent with Section 15332 Class 32, In-Fill Development Projects. The 2,500 squarefoot project site, on which the Applicant is proposing to expand the facility's existing tank farm area, within the Traver Urban Development Boundary, with a land use designation of Light Industrial per the Tulare County General Plan, and is zoned M-1 (Light Manufacturing). The proposed project is an acceptable land use per these County designations and is consistent with the existing industrial nature of the parcel and the surrounding area. The proposed project is entirely within the boundaries of Sim plot's existing active agrichemical facility and would not expand operations beyond this existing boundary. Furthermore, the Project does not require changes to the County's existing General Plan or Zoning designations, nor would the project conflict with any land use designations or land use plans in order to mitigate an environmental effect.
