Document Description
The proposed project would involve the installation of a replacement gas line by Wild Thyme Restaurant Group dba Shorebird in the city of San Diego, California. A previous Categorical Determination of Exclusion (Project No. 2023-022) was issued to Shorebird for restaurant renovations and repairs. The proposed amendment would allow for the replacement of an existing outdated gas line with a new gas line in front of the Shorebird leasehold to comply with current San Diego Gas and Electric (SDG&E) standards and requirements. The proposed project would require minor trenching for the approximately two (2) inch gas line across the promenade to allow for connection to the SDG&E gas meter located in the landscaped common area directly adjacent to Shorebird. The trenched area would measure approximately sixteen (16) inches in width by forty (40) feet in length. All trenching work would be completed with hand tools and a small excavator and would require approximately 2-4 workers to complete. Upon completion of the pipe installation the trenched areas would be backfilled, and all disturbed surfaces would be restored to match the original condition. The proposed work would require temporary partial closures to the common area encompassed in the project area including a portion of the promenade in front of the Shorebird restaurant. During trenching activities, at least fifty percent (50%) of the width of the promenade would remain open and accessible to the public at all times. A temporary full closure may be required to allow for the concrete to cure. The Applicant would be allowed to close up to 100% of the width of the promenade, for a maximum linear distance of 10 feet, on one occasion, for a period not exceeding eight consecutive hours outside of normal business hours. Appropriate signage would be posted notifying public of the closure and directional signage identifying an alternative route for pedestrian ingress and egress during any period of partial or full closure would be installed. The Applicant is required to provide written notice to the District no less than three business days prior to scheduled closure. The project area would be delineated by chain link fence and panels around the landscaped area where SDG&E connection and meter works is to be performed. Fence or wood barriers would be installed on the promenade with directional signage to show the path of travel. Construction of the proposed project is anticipated to occur in Summer 2025 and would take approximately 8-10 days to complete. Due to its nature and limited scope, construction of the proposed project would generate a minor amount of vehicle trips and would require limited use of equipment. Therefore, impacts related to air quality, greenhouse gas emissions, transportation, and traffic are not anticipated to occur. Furthermore, the applicant would be responsible for complying with all applicable federal, state, and local laws regarding construction demolition debris, hazards and hazardous materials, and stormwater.
