Section 15269(d) exempts projects undertaken to repair an existing highway damaged by flood, storm, earth movement or landslide and is within the existing right-of-way of that highway and is initiated within one year of the damage occurring. This repair involves no expansion of existing use. The repair of storm damage is solely to replace in-kind and restore the road to its pre-disaster condition.
