Further, all services and access to the proposed parcels meet or will meet local standards, the parcel was not involved in a division of a larger parcel within the previous two years, and the parcel does not have an average slope exceeding 20 percent. This is consistent with the Environmental Impact Report certified for the City’s General Plan that the density of the proposed project is the same or less than the standard expressed for the involved parcel in the General Plan for which an EIR has been certified.
