Document Description
The County of Riverside Transportation Department proposes to reconstruct approximately 30,400 feet of El Sobrante Road from La Sierra Avenue to Cajalco
Road. El Sobrante Road is a mostly a two-lane road, with a short portion of multi-lane road, width varying from 28 feet to 64 feet, and is classified as an Arterial Highway in the County of Riverside’s General Plan.
The proposed work will consist of various pavement treatment ranging from full removal of existing Asphalt Concrete (AC), Full Depth Reclamation using cement treatment, to Cold Planing. Additionally, scarifying underlying material, perform moisture conditioning and recompacting of existing material, and paving back with Hot Mix Asphalt (HMA) will be conducted.
The proposed project will also include:
• Partial reconstruction of concrete curb ramps
• Partial reconstruction of concrete Gutters
• Construction of various types of AC dikes
• Construction of AC overside drains
• Placement of safety edge
• Utility valve can and manhole adjustments
• Re-striping of roadway, including pavement markers/reflectors
• Salvage/removal of existing signs and installation of new signs
No additional right-of-way will be required to construct the proposed improvements. The project improvements will remain within the existing footprint of the roadway and within County limits.

The County of Riverside Transportation Department has found that the above-described project is exempt from the provisions of the California Environmental Quality Act (CEQA), based on the following: Section 15301 (c) – Existing Facilities – The project proposes to reconstruct approximately 30,400 feet of El Sobrante Road from La Sierra Avenue to Cajalco Road. The project in its entirety is consistent with Section 15301(c) because it does not create additional traffic lanes and involves no expansion of use of the existing roadway and associated facilities.
