Document Description
The Ventura Countywide Watershed Management Program (WMP) is a local level planning document that:
• assesses existing water quality conditions in receiving waters and MS4 outfalls,
• identifies impairments,
• calculates required pollutant load reductions,
• identifies potential structural and non-structural (Best Management Practices) control measures to achieve pollutant load reductions within the region's storm water collection system to improve stormwater and non stormwater runoff water quality, and
• creates a schedule and cost estimate for implementation of control measures.
The Project beneficiaries include the County of Ventura, Ventura County Public Works Agency - Watershed Protection, and the ten incorporated Cities of Ventura County. Improvements of surface water quality will benefit all supported beneficial uses including recreation, habitat, and water supply.

Reasons for Exemption
The proposed project is statutorily exempt under Californian Environmental Quality Act Section 15262 Feasibility and Planning Studies: A project involving only feasibility or planning studies for possible future actions which the agency, board, or commission has not approved, adopted, or funded does not require the preparation of an EIR or Negative Declaration but does require consideration of environmental factors. This section does not apply to the adoption of a plan that will have a legally binding effect on later activities.
As a planning level document with the purpose of providing guidance for the protection of water quality and no commitments to implementing any of the future recommended control measures, the above statutory exemption (15262) applies to the proposed project.
