Document Description
A request of Stormburger Holdings, Inc. to develop and operate a drive-through lane at a new 1,437 square-foot, single-story, Storm Burger take-out restaurant proposed at 336 W. Alondra Blvd., Compton, in the Limited Commercial (C-L) zone. The drive-through lane is the only component of this project that requires a conditional use permit in accordance with 30-26 of the Compton Municipal Code. The existing site is currently developed with a +/-1,200 square-foot, 1950's era, take-out restaurant which will be demolished and the site will be redeveloped with the above-listed project which will include a new 1,437 square-foot restaurant with accessory drive-thru lane, pavement, parking striping for seven (7) spaces, perimeter fencing, exterior lighting, landscaping/irrigation, trash enclosure, etc.

Reasons for Exemption
The project is Categorically Exempt in accordance with Section 15303 of the State CEQA Guidelines (Class 3 - New Construction or Conversion of Small Structures). The existing site is currently developed with a 1,200 square-foot, vacant, 1950’s era, take-out restaurant which will be demolished and the site will be redeveloped with the proposed 1,437 square-foot restaurant with accessory drive-through lane service. In urbanized areas, the Class 3(c) exemption applies to up to four commercial buildings not exceeding 10,000 square feet in floor area where all necessary public services and facilities are available and the surrounding area is not environmentally sensitive. The project falls within the parameters of a Class 3(c) exemption. Therefore, no further environmental review is required.
