Document Description
The Park Fire of 2024 burned over 400,000 acres and ravaged the landscape of Eastern Tehama County. Serious damage to Tehama County Infrastructure was sustained and compromised hazard trees bordering the Tehama County Roadways created a serious risk to emergency personnel and community safety for ingress/egress. The RCDTC contracted with the County of Tehama for emergency response; clearance and mitigation efforts related to clear roadways for the purpose of public safety. Work performed was predominantly tree removal & limbing followed by stacking of residual woody material within the County easement. The Post Park Wood Management Project (Project) will address the woody material that was left in the county easement and process the material (presumably via chipping).

Prior Hazard Tree removal work that was a precursor to Project was declared exempt under: Declared Emergency (Sec. 21080(b)(3)l 15269(a) & Emergency Project (Sec. 21080(b)(4)l 15269(b)(c). The purpose of the project is to remove and process woody material/biomass generated during Hazard Tree Removal and fire suppression activities related to the Park Fire. Beneficiaries of the project will include Tehama County Residents, Emergency Personal utilizing identified roadways for ingress/egress, as well as Tehama County Public Works and Tehama County Transportation Commission.

Reasons for Exemption
Based on the scope of work, project context, environmental controls, and location, this project qualifies for a CEQA Notice of Exemption (NOE) under Public Resources Code, Division 13, Chapter 6, Article 19, Section 15304 Minor Alterations to Land due to the fact that the project involves minor changes to the land that don't have a significant or adverse environmental impact. The rationale to qualify for this exemption criteria is all work occurs within Tehama County-maintained Rightof- way’s (ROWS). These ROW’s have already been subject to historical maintenance, fuels reduction activities, sporadic use of herbicide and most recently fire suppression activities and Hazard Tree Removal related to the Park Fire of 2024. The project deals exclusively with existing debris (logs, woody material) that was previously felled under emergency response efforts. The initial hazard tree removal that generated the woody material was covered by CEQA emergency exemptions (15269). The current work is a continuation/clean-clean-up phase, not a new or expanded project. No new vegetation clearing or ground disturbance is proposed. During the initial project, where emergency tree removal was conducted, the RCDTC was cognizant of env. & archeological impacts: • A CNDBB Search was conducted for environmental resources. An archeological records/resources check was conducted for the entire project area. The NWI inventory was consulted for watercourse identification. For the current Project: • water courses will be surveyed, flagged, and buffers mapped according to Forest Practice Rules. RCDTC Registered Professional Forester & Forestry Specialists will be monitoring and auditing project operations to ensure no additional ground disturbance is conducted. Additionally, an RCDTC Wildlife Biologist and team will be conducting necessary bird and ancillary surveys as necessary.
