Document Description
This project includes, in general, grind and overlay with pavement fabric on North Avenue from G Street to Frankwood Avenue, roadway excavation and installation of new pavement section on Hollywood, Acacia, Birch, Myrtle and Linden Avenues. Adjusting of manholes and water valve frames and cover to grade. New 6” & 10” PVC water main and water service assemblies and laterals will be installed along entire project roadway area. Ductile iron Pipe installed where water main crosses under sewer pipe. All existing clay sewer main will be removed and replaced with a combination of 6”, 8”, 10” & 12” PVC sewer main. Clay sewer pipe will be removed and replaced at all crossings to include Linden and Myrtle Avenues. New 4” PVC sewer laterals will be installed on Acacia from North Avenue to 300ft North of Myrtle Avenue as well at Birch Avenue from North Avenue to Myrtle Avenue. Installation of new concrete structures (driveway approaches, ramps, sidewalk, curb and gutter, concrete cross valley gutter, Bulb outs at North and G St spanning approximately 100’ South for crosswalk reconfiguration). Pavement delineation and signage. The project is consistent with the 2030 General Plan Update, Circulation Element.

Reasons for Exemption
Section 15301(c) (Class 1/Existing Facilities), exempts from the provisions of CEQA projects characterized as repair of existing highways and streets, sidewalks, gutters, and bicycle and pedestrian trails, and other alterations such as the addition of bicycle facilities and other similar alterations that do not create additional automobile lanes. The proposed project is designed consistent with the City of Reedley Standard Specifications and Standard Drawings. The proposed project includes the repair of existing streets, sidewalks, and gutters, which would not create additional automobile lanes. Therefore, this project is exempted under this Section. Section 15332 (In-Fill Development Projects) of the CEQA Guidelines also exempts projects that are consistent with the General Plan and zoning; occur within the city limits on a site less than five acres; contain no habitat for endangered species; would not result in any significant effects relating to traffic, noise, air quality or water quality; and can be adequately served by all required utilities and public services. The proposed project is consistent with the 2030 General Plan Update, Chapter 3, Circulation Element, Figure 3.1 – Circulation Diagram, the purpose of which is to provide a surface transportation system for the general welfare of the community. The project occurs in the city limits of Reedley and is on an affected area that is less than five acres with no habitat for endangered species on the site. The project site is existing streets in an urban area, which has a high level of disturbance within, and adjacent to the project area, therefore it lacks suitable habitat for endangered species. The project would be required to comply with general plan policies and mitigation measures addressed in the Reedley General Plan 2030 Program EIR (SCH# 2010031106), which would determine that the project would not result in any significant effects related to traffic, noise, air quality or water quality. The proposed project is an exemption characterized under Section 15301 (Class 1/Existing Facilities) and Section 15332 (Class 32/Infill Development Projects) of the California Environmental Quality Act (CEQA) Guidelines.
