Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis License submitted on 3/13/2025, by Norman Yousif. Ash’s Third LLC applied for a Distribution License in an existing facility. The Proposed Project will operate a distribution license within an existing building at 875 Airway Pl., Hemet, CA 92545 (APN 456-040-055). The Project will utilize an existing 15,358 square-feet building to be used as a cannabis facility. The Cannabis facility will include a 5,774 square feet of retail and delivery area, a 5,027 square feet of distribution, and a 4,884 square feet for a Type 6 manufacturer Level 1 (using non-volatile solvents), on Parcel Number 456-040-055. Building modifications are minimal and no changes beyond existing use are proposed.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Project involves the use of an existing building with no proposal for exterior changes or the addition of square footage. The design, location, size, and operating characteristics of the Project are compatible with the existing and future land uses within the vicinity. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
