Reasons for Exemption
Categorical Exemption: Section 15301 (Class 1, Existing Facilities), Section 15302 (Class 2, Replacement or Reconstruction), Section 15304 (Class 4, Minor Alterations to Land), and Section 15314 (Class 14, Minor Additions to School) Class 1 applies to the Project because the Project entails repair of an existing outdoor pool and deck area, minor alteration of existing pathways throughout the campus to provide ADA-compliant access, and maintenance and minor alteration of the existing fire lane to meet state and local safety regulations. The Project would not increase the square footage of school buildings or facilities, nor would it expand school or community uses or operations of the existing District facilities. Class 2 applies to the Project because the Project would result in the replacement/reconstruction of the existing swimming facilities, pathways and fire lane, would not result in an increase in physical space or school enrollment capacity and would have the same purpose as the existing school facilities being replaced/reconstructed. Class 4 applies to the Project because Project could potentially entail minor alterations to existing swimming facilities and pavement to improve ADA access and/or the existing fire lane; however, the Project would not involve removal of healthy, mature, scenic trees, and the Project's grading activities would be limited to grading on land with a slope of less than 10 percent,would not grading in a waterway, wetland, officially designated (by federal, state, or local govemment action) scenic area, or officially mapped area of severe geologic hazard such as an Alquist-Priolo Earthquake Fault Zone or within an official Seismic Hazard Zone, as delineated by the State Geologist. Class 14 applies to the Project because the Project consists of minor additions to Esperanza High School within existing school grounds, and the Project would not increase the original student capacity by more than 25 percent or school size by 10 or more classrooms.
