Document Description
The proposed project would rework an existing gas storage well to inspect the well integrity and remediate identified conditions as part of the Storage Integrity Management Program. Work activities include pulling completion string, running diagnostics on the wellbore, perform casing expansions, monitor the well, run inspection logs, pressure test, and install new completion equipment. Temporary equipment such as a mud pump and return bins will be utilized. No permanent facilities will be constructed during the process and no expansion of associated facilities will be required. All waste material, including brine kill fluid, will be properly disposed of as non-hazardous or hazardous waste, as appropriate, at a facility licensed to accept the waste. |

Reasons for Exemption
Class 1 exemption applies as CalGEM’s regulations state: “Class 1 consists of the operation, repair, maintenance, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of use beyond that existing previously.? The Class includes, but is not limited to: remedial, maintenance, conversion, and abandonment work on oil, gas, injection, and geothermal wells. This project includes rework of an existing well, to return to service, and includes pulling kill string, run expansion tool, perform pressure test and inspections, and run completion string. This required well construction upgrade will maintain or diminish the throughput capacity of the reworked gas storage well resulting in negligible or no expansion of the existing use. This rework is considered remedial because it is attendant to compliance with CalGEM’s heightened well construction standards, safety regulations, and involves associated maintenance of the well in order to ensure continued operation.???

Reasons for Exemption
Class 2 applies because it consists of “replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced[.]” Examples of Class 2 include, but are not limited to, “Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.” The proposed project is the rework, or replacement, of the existing wellbore by pulling completion string, running diagnostics on the wellbore, perform casin expansions, monitoring the well, running inspection logs and pressure testing and installing new completion equipment, which is needed to inspect the well integrity and remediate identified conditions as part of the Storage Integrity Management Program (SIMP). The rework will be on the same site and would have substantially the same purpose and capacity as the well did before the rework. No additional construction will occur.?

Reasons for Exemption
Class 4 exemption applies. The proposed project would be conducted entirely on an existing pad with enough space to contain all equipment. The project would not disturb any undisturbed areas. The proposed project is located within an existing active gas field. Therefore, the proposed project “consists of drilling operations that result in only minor alterations with negligible or no permanent effects to the existing condition of the land, water, air, and/or vegetation.” The rework would not expand the facility.
