Reasons for Exemption
Categorical Exemption: Section 15301 (Class 1, Existing Facilities), Section 15303 (Class 3, New Construction or Conversion of Small Structures), and Section 15304 (Class 4, Minor Alterations to Land) Class 1 applies to the Project because the Project entails minor alterations of an existing warehouse formerly used to support transportation services for the District so the warehouse can be utilized as the District as its new Nutritional Services Center. The Project would not increase the square footage of buildings, nor would it expand school or community uses or operations of the existing facilities. Class 3 applies to the Project because the Project would involve the installation of small new equipment (i.e.,new walk-in combination refrigerator/freezer unit) and facilities (i.e., new restroom) in an existing small structure (i.e., the existing warehouse, which is a commercial building not exceeding 10,000 square feet in floor area). The Project would not involve the use of significant amounts of hazardous substances, and the surrounding area is built out and not environmentally sensitive. Class 4 applies to the Project because Project implementation would entail minor land alterations to existing pavement to improve ADA access to the warehouse; however, the Project would not involve removal of healthy, mature, scenic trees, and the Project's grading activities would be limited to grading on land with a slope of less than 10 percent, would not grading in a waterway, wetland, officially designated (by federal, state, or local govemment action) scenic area, or officially mapped area of severe geologic hazard such as an Alquist-Priolo Earthquake Fault Zone or within an official Seismic Hazard Zone, as delineated by the State Geologist.
