Document Description
This is a Revision to an Approved Action to amend the Specialty Minerals Inc. Arctic Canyon Quarry Reclamation Plan to reflect the proposed increase in height of the approved 98.6-acre East Waste Dump by 200 feet from 4,910 feet above mean sea level (amsl) to 5,110 feet amsl. The increase in height will allow for approximately 5.6 million cubic yards of additional volume or about 6 additional years of overburden stockpiling from the approved 4,910-foot level. The East Waste Dump stockpile will maintain its 2H:1v slopes and create a more aesthetically pleasing mounded feature to blend into the surrounding topography; and reduce the travel distance for haul trucks reducing exhaust and GHG emissions. No other Revisions to the Approved Action are proposed.

Reasons for Exemption
The increase in height of the East Waste Dump would not create a new or exacerbate a significant environmental impact during the mining operations. The increase in height to 5,110 amsl is no higher than the approved height of the West Waste Dump, nor would it be higher than the quarry highwalls. The project was environmentally reviewed by an EIR adopted February 08, 1996, with conditions to mitigate along with the adopted Mining Reclamation Plan.
