15301 (c) Existing Facilities

CEQA Guidelines Section 15301 (c) Class 1, Existing Facilities. The Project meets this section’s requirements as the Project consists of repair and maintenance of existing pavement facilities throughout the City and does not result in an expansion of facilities. The repair and maintenance activities do not result in an increase in capacity. Air Quality. The proposed Project has the potential to create odors during construction. Short-term odor nuisances would occur during asphalt overlay only. The odor typically lasts about a week or less. Contractors are required to apply for, obtain, and comply with Santa Barbara County Air Pollution Control (SBCAPCD) permits related to odors, therefore given compliance with SBCAPCD permits and the short-term nature of the odors, the effect on air quality is considered less than significant. Archaeology. Portions of the Project are located in the Prehistoric Watercourse Buffer Area, Mission Complex & Waterworks (1786-1835), Spanish Colonial & Mexican Period (1782-1849), Early American Transition Period (1850-1870), and American Period (1870-1900). The depth of disturbance is the same depth of previous disturbance and will not be impacting native soils. Therefore, the effect on Archaeological Resources is considered less than significant. Geology. Portions of the Project are located within the Fault Hazard Zone – Apparently active – Holocene age, moderate erosion potential, and moderately shallow and potentially shallow groundwater. The repair and maintenance of existing right-of-way facilities is anticipated to have a less than significant effect on geological resources. Hazardous Materials. Segments of the Project are located within 200 feet of known cleanup sites. Some of the sites are associated with prior uses including gas stations and dry cleaners. All work is proposed within the public right-of-way and will not take place on any parcel with a known LUFT site. The Contractor will adhere to the City’s specifications listed in Special Condition Section 10.2 Hazardous Materials [page 73] (Attachment 3 – Project Specifications) for any unanticipated discovery of hazardous materials. Given that the Contractor will adhere to specifications for hazardous materials, the repair and maintenance activities are anticipated to have a less than significant effect on hazardous materials. High Fire Hazards. Segments of the Project are located in the Coastal Interior High Fire Hazard Area and just outside of the Foothill Zone. The Contractor will adhere to the City’s specifications listed for Work in High Fire Hazard Areas, City Specifications (Project Specifications – Attachment 3, Special Conditions Section 2-1.5 Work in High Fire Hazard Areas [page 91]). Given that the Contractor will adhere to specifications for working in High Fire Hazard Areas, the repair and maintenance activities are anticipated to have a less than significant effect on fire hazards. Noise. Segments of the Project are located within 200 feet of sensitive receptors such as schools, churches, senior living facility, a children’s center, and Cottage Hospital. Portions of the Project are located in areas with ambient noise levels greater than 65 dBA. The work will take place within regular daytime working hours from 7:00 AM to 5:00 PM, no night work is anticipated, therefore the short-term noise-related impacts associated with construction are considered less than significant. Trees. Minor tree root pruning would occur at various locations as needed; pruning will not exceed 20%. If there are questions regarding pruning, the City Arborist will be contacted. No tree removals are proposed as part of the Project. Therefore, given the minor nature of the root pruning, the effect on trees is considered less than significant. In conclusion, the Project is a maintenance and repair project that will improve pedestrian, bicycle, and vehicle roadway safety throughout the City. The Project is not anticipated to have any significant impacts on environmental resources, therefore, the Public Works Department recommends that the Project Planner consider this Project as exempt, per CEQA Class 1, 15301 (c) Existing Facilities Categorical Exemption of the CEQA Guidelines.
