Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis License submitted on 06/21/2021, by Carden Labs Inc. The Carden Labs Inc applied for a cannabis distribution and manufacturing operation. The proposed project will operate a manufacturing and distribution operation out of an existing facility located at 3411 MAYWOOD AVE, SANTA ANA, CA 92704(-4423) (APN 408-152-31). The applicant has proposed to use a total of 9,800 sq. ft. existing building. They will use 7,980 sq. ft. for manufacturing, 720 sq. ft. for distribution and 1,100 sq. ft. for shared use (office/bathroom/etc.). Manufacturing operations will include Butane, Propane, Pentane, and Ethanol extractions. The project will infuse vape cartridges and pre-rolls. Manufacturing operations will also include labeling and packaging of the manufactured goods. Distribution operations will include storing the manufactured products while they are awaiting testing and then transporting those products to customers (licensed retailers) throughout the State of California. Equipment that will be used may include forklifts to transfer products on pallets. Scales certified by a Weighmaster may be used for both manufacturing and distribution operations.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption Project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Project involves the use of an existing industrial building which was formerly used as a brewery facility with no proposal for building expansion. The design, location, size, and operating characteristics of the Project are compatible with the existing and future land uses within the vicinity as it is zoned light industrial zoned. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
