Document Description
The rehabilitation of approximately 1.6 miles of existing roadway surface via milling of the existing surface. The milling (Surface Asphalt Overlay) will remove existing asphalt, leaving at least 50% of the existing asphalt in place, and then applying a geotextile fabric followed by an overlay. The improvements will all be within existing improved/disturbed surface area or right-of-way. The method of work strategy has been chosen has been deliberately selected to minimize environmental impact, avoid subsurface ground disturbance, and still provide a structurally sound and durable roadway surface in line with modern engineering standards.
Following resurfacing, the entire roadway will be restriped using high-durability thermoplastic materials that meet current city traffic control specifications. Striping will include centerlines, fog lines, crosswalks, legends, and symbols to help enhance nighttime and wet-weather visibility.
Construction Equipment and Traffic Control: The project will utilize standard roadway construction equipment to complete all phases of the rehabilitation work. Equipment may include but is not limited to: Roadway grinder/pulverizer, water truck, sheepsfoot and smooth drum rollers, motor grader, dump trucks, Bobcat-mounted ground auger, striping machine, float tractor, paving machine, fabric-laying truck, and various hand tools. Traffic control measures will be implemented using cones, barricades, signage, and traffic control vehicles to ensure the safety of workers and the public throughout construction.
Staging Area: All construction equipment and material storage will be confined to the City of Clearlake Public Works Yard, as illustrated in Figure 2 below. No offsite staging or laydown areas will be used, minimizing potential environmental and traffic impacts.
Vegetation and Tree Removal: This road rehabilitation project will not involve the removal of any existing vegetation or trees. All work will be performed within existing roadway surfaces and existing rights-of-way, thereby avoiding impacts to natural or landscaped areas.

Reasons for Exemption
The proposed Project qualifies for a Class 1 Categorical Exemption pursuant to Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines as the project consists of the rehabilitation of approximately 1.6 miles of an existing public roadway. The scope of work includes milling (partial removal) of the existing asphalt surface (at least 50% of existing asphalt will remain), application of a geotextile fabric, placement of a new asphalt overlay, limited drainage improvements through installation of curb and gutter in select areas, and installation of new thermoplastic pavement striping and reflective markers in compliance with current traffic safety standards. All work will occur entirely within the existing disturbed roadway and public right-of-way
There is no expansion of roadway width, alignment changes, or ground disturbance beyond the existing improved roadway surface. The project does not increase capacity, create new lanes, or change the function of the roadway. All activities are considered routine maintenance and minor alterations designed to restore and preserve the existing infrastructure in a structurally sound condition
City staff also reviewed all potential exceptions to the categorical exemptions and determined that no exceptions would apply: (a) Because the Project will not result in any significant environmental impacts, it will not contribute to cumulatively significant effects; (b) There are no unusual circumstances associated with the Project, as the rehabilitation and maintenance of an existing roadway are routine and commonly undertaken activities; (c) The Project will not result in damage to scenic resources, as it is limited to the rehabilitation of existing infrastructure within an already developed roadway; (d) The project site is not located on or near a known hazardous waste site; and (e) The Project involves maintenance and resurfacing of an existing roadway and does not involve ground disturbance beyond the existing improved roadway surface (in fact at least 50% of the existing roadway will remain during rehabilitation efforts). As such, it will not cause a substantial adverse change in the significance of any historical resource.
Since the project involves the maintenance and minor alteration of an existing public facility with no expansion of use, and none of the exceptions listed under CEQA Guidelines Section 15300.2 apply, it is categorically exempt under Class 1, Section 15301(c), and no further environmental review is required under CEQA.
