Document Description
The District proposes the addition of a new two-story classroom building, interior alterations to the existing classroom building (Building E), removal of twelve portable classrooms, and improvements to the batting cages at San Jacinto High School.
New Classroom Building
The District proposes the construction of a two-story classroom building (Building L) along Tiger Lane, on the southeastern portion of the campus, within a portion of the existing staff/visitor parking lot. The new building will encompass approximately 22,567 square feet and will include 12 new classrooms, restrooms, utility rooms, a health office, administrative offices, an elevator, and exterior stairs. The existing parking lot will be reduced from approximately 220 parking stalls to 130 parking stalls. Additionally, site improvements to the realigned staff/visitor parking lot will consist of a new drop-off area, entry gateway and perimeter fencing, hardscape and landscaping, parking lot renovation, and improvements to underground utilities. The addition of the new classroom building will not increase the student capacity of the campus, as they would serve the classrooms that are currently in the portable buildings that will be removed by the proposed project.
Building E Modernization
The proposed project will also include interior alterations to the existing Building E along Idyllwild Drive, on the eastern portion of the campus, which was constructed in 1986. Alterations to the existing building will include interior painting, installation of manual and electric operable partitions in the 12 classrooms, demolition and reconstruction of the existing restrooms, utilities upgrades, and an exterior covered walkway along the southern edge of the building. Additionally, the proposed project will include renovation of the existing bus pick-up and drop-off zone, hardscape and landscaping improvements, and entry gate and fencing improvements around the perimeter of the building.
Portable Classroom Removal and Parking Lot Expansion
The proposed project will include the removal of 12 portable classrooms and associated underground utilities currently located at the center of the campus, with the new classroom building serving as their replacement. The converted space will be used to expand the stadium parking lot (Lot 4) to include 26 additional parking stalls. Other site improvements to the area include perimeter fencing, regrading for adequate drainage, demolition and removal of the existing paving, and new landscaping adjacent to the expanded parking lot.
Batting Cages Improvements
The proposed project will also include improvements to the softball batting cages at the southern corner of the campus. Improvements will consist of the demolition and replacement of existing paving, gates, and chain-link fencing. New concrete paving, chain-link fencing, gates, convenience outlets, and sports lighting will be installed.
Construction
The proposed project will be constructed in three phases, over approximately 20 months. Phase 1 includes the construction of the new classroom building, staff/visitor parking lot improvements, and the batting cages improvements, and will occur over 10 months, between April 2026 and January 2027. Phase 2 will commence upon completion of Phase 1 and include the modernization of Building E and site improvements, and will occur over approximately 6 months. Phase 3 will commence upon competition of Phase 2 and includes the removal of the portable classrooms and expansion of student parking lot, and will occur over approximately 4 months.

The proposed alterations to the existing Building E and athletic facilities, and parking lots, and the removal of the portable classrooms are exempt from CEQA under Class 1, Existing Facilities (Section 15301) because construction of the proposed project will con-sist of minor interior and exterior alterations within the existing classroom building, parking lots, softball field, and pick-up and drop-off areas, and all proposed improve-ments will occur within the boundaries of the fully developed and operational San Jacin-to HS campus. Additionally, the proposed new classroom building will be a permanent replacement for the 12 existing portable classrooms that will be removed; thus, the proposed project will not result in the expansion of the existing campus or change the use of the project site. Therefore, the project is exempt from CEQA under Section 15301.

Reasons for Exemption
The proposed addition of the new two-story classroom building is exempt from CEQA under Class 2, Replacement or Reconstruction, because the proposed classroom building will be within the school boundaries, in the southeastern portion of the campus, within the existing parking lot. The proposed new building will replace the 12 portable classrooms in the center of campus that are proposed to be removed with a new structure that will serve the same purpose and capacity as the existing classrooms; thus, the proposed project will not result in a 50 percent increase in student capacity. Additionally, the proposed project will not result in the expansion of the existing campus boundaries, and will connect to the existing utilities on the campus. The proposed new building will have the same purpose and capacity. Therefore, the project is exempt from CEQA under Section 15302.

The addition and alteration of the parking lots on the campus are exempt from CEQA under Class 11, Accessory Structures (Section 15311). The proposed project will include the addition of a new small parking lot at the location of the removed portable buildings, which will expand the existing Stadium Parking Lot (Lot 4) with 26 new parking stalls. Additionally, the existing parking lot along Tiger Lane will be reduced from approximately 220 to 130 parking stalls. Therefore, the project is exempt from CEQA under Section 15311.

The proposed new building will not increase student capacity, as the 12 new classrooms will be replacing the 12 portable classrooms currently in the center of campus. Therefore, the project is exempt from CEQA under Section 15314.
