Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a non-storefront retail cannabis license submitted on 10/04/2024, by M&C14, Inc. The Project will consist of project consists of a non-storefront retail license in an existing building. New additions would consist of a new accessible parking space and ramp to allow for compliance with the Americans with Disability Act. New exterior modifications would consist of a new 306 square feet accessible parking space and ramp to allow for compliance with the Americans with Disability Act. The exterior of the building would also be painted. A new accessible toilet will replace the existing toilet in the facility. New non-load-bearing walls, odor mitigation HVAC equipment, and new LED lighting will also be installed.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Department of Cannabis Control has also determined that the project is a Class 3 Categorical Exemption project. Class 3 Categorical Exemptions consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure.
None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
