Document Description
A proposal for a goat facility to occupy the site of a previously operated bovine dairy located at 18321 Idaho Avenue, Lemoore, Assessor’s Parcel Number 024-080-006. The bovine dairy facility has been closed for less than two years (October 10, 2023), which per the Kings County Development Code Article 4, Section 414.A allows for the conversion of a milk cow dairy to a goat facility with no new zoning permit required, as long as the animal unit (AU) count does not exceed that of the previously existing dairy herd. The bovine dairy facility was operating under Administrative Approval No. 91-22 which allows for 250 milk cows for a maximum of 300 animal units. Pursuant to Kings County Development Code Article 4, Section 414.D, the conversion factor of seven (7) goats per one (1) dairy cow could allow Frank Vaz to convert to a goat dairy facility with a maximum goat herd size of 1,750 goats; however, this exceeds the previously approved animal units, therefore, the proposed site will be limited to 1,500 head of goats.

Reasons for Exemption
Section 4.g.1 of Resolution No. 16-001, Kings County’s Local Guidelines to Implement CEQA, lists Site Plan Reviews conducted by the Zoning Administrator under the provisions of Article 16 of the Kings County Development Code as exempted projects.
a. On October 24, 1991, the Zoning Administrator approved Administrative Approval No. 91-22 that proposed to re-establish a bovine dairy at 18321 18th Avenue, Lemoore, Assessor’s Parcel Number 024-080-006. An Initial Study/Negative Declaration was prepared for the re-establishment of the bovine dairy, which found that there was no substantial evidence that the project would have a significant effect on the environment. Since then, Administrative Approvals have been reclassified to Site Plan Review zoning permits. Site Plan Review zoning permits are ministerial projects and are exempt from environmental review under Section 15268 of the CEQA Guidelines and implemented through Kings County Resolution No. 16-001. Therefore, the exemption from environmental review applies to this dairy conversion.
