Document Description
The County of Fresno's Department of Public Works and Planning proposes to make minor modifications and improvements to existing facilities in Veteran's Liberty Cemetery. The project proposes to add perimeter fencing in the front section of the Veterans Liberty Cemetery (facing Belmont Avenue) while preserving an existing stone wall, install a new walk gate, demolish an existing restroom, repair irrigation systems, and other miscellaneous work related to existing appurtenant structures. No trees or vegetation will be removed for this project. No right-of-way acquisition or easements will be required. No utility relocation nor road closures will occur as part of the project.

The project meets the criteria for a Class 1 and Class 3 categorical exemption according to Section 15301 and Section 15303, respectively. Class 1 exempts operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing or former use. Class 3 exempts construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. Example "e" of a Class 3 exemption specifically consists of accessory (appurtenant) structures including garages, carports,
patios, swimming pools, and fences.
